The "Thirteenth Five" witnesses the key period when the implementation of developing strategy was driven by innovation, the reform of science and technology was deepened profoundly, and the industry innovation system construction was strengthened intensively. At present, global sci- tech n and industrial revolution is conceived a new breakthrough, while China's economic has been developed into a new normal level. Transportation, as the pioneer of the economic and social development, which is carried with multi missions that it should served the national strategies with fast transformation and acceleration, confronts a series of problems of sci-tech innovation.
Therefore, the Ministry of Transport of the P R C issued 10 important technical aspects and policies, which based upon the comprehensive data, international benchmarking, concise reviews and comment.
The proposal includes ten parts, covering many areas of highway, waterway, ports’ construction and operation. It is of great significance to reserve policy and technology, to improve the scientific management level of industry management, as well as to promote the system of transport modernization and governance ability.

Building information model (BIM) technology, widely used in project survey, design, construction, operation and maintenance, which can realize data sharing of the same multidimensional building information modeling for all the participants to acquire the scientific basis of the optimization and decisions during the whole project period. BIM, which is the essential competence, highly valued in the international construction market. Presently, the BIM technology applied in transportation industry is still in the initial stage. In terms of technical standards, core software and talent reserves, there is a large gap still existed, compared with developed countries. Relying on and key areas, we need to issue supporting policies to promote BIM application technology up to the international requirements, as well as to establish standard system and the supporting platform. In addition, we should accelerate the development of leading enterprises in order to seize the strategic point of the international market.

With the development of large scale and high speed ships, the traffic density of the water area is increasing, and the water traffic accidents have occurred from time to time, which seriously threaten the safety of navigation and ecological water environment. In order to protect of the marine traffic safety, improve offshore emergency search and rescue capabilities, as well as to maintain maritime rights and interests, we should speed up the development of electronic navigation, vessel traffic management system, the ship automatic identification system and other water traffic supervision technologies, and moreover, we must make breakthrough in deep sea searching and targeting, and in emergency disposal technology. It is of a great importance to develop 500m saturation diving operation, and salvage of large tonnage wreckage, as well as to promote the localization of key equipments.

The operation environment of highway bridge and tunnel is complex, and the requirements of structural and operational safety is comparatively higher. In recent years, with the rapid growth of traffic, problems caused by vehicles’ overloading, vehicle collision and the tunnel fire have become increasingly prominent. It is urgent to accelerate the pace of facilities construction and operating safety technology, and to standardize its products and techniques, as well as to upgrading the automatic recognition of bridges’ structural deformation, nondestructive detection, rapid reinforcement technology and equipment. Strengthening the research of operation safety management strategies and emergency contingencies makes the ensuring the real-time control over the structural reliability and operational security capacity an unceasing promotion.

Climate and geological conditions are very complicated in the western regions. The tectonic movement is extensive, so the major geological disasters frequently happen, while, the formation and development of the geological disasters are very complex. At present, in the transportation industry, the monitoring and control over highway geological disasters has not yet formed as a system, which, therefore, is needed urgently to construct, and constantly, to improve level of prediction and protection. This is in turn an effective support to the scientific control and emergency rescue.

In recent years, the vehicle-road coordination technology, as a new series of safe and efficient system, is a priority in the field of international intelligent transportation development. With its advanced wireless communication and Internet technology, it can achieve dynamic information interactively between people, vehicles, roads, which realizes the vehicles’ active safety control, vehicle-road coordination management and pedestrian safety auxiliary. Compared with the United States, Japan, and Europe, China still have a large gap in large-scale testing of the system, the application of results’ industrialization, and core standards’ formulation. Consequently, it is an urgent need to carry out the demonstration and application driven by relevant technical policies with the support of former research results as well as the examples of key operating vehicle, in order to promote the vehicle-road coordination.

With the continuous expansion of China's port infrastructures and fleet size, the pollution problem has become more and more serious. We should adhere to the standards first, and speed up establishing relevant technical regulations to prevent pollution. Enterprises should be put emphasis on the development of the ships’ exhaust treatment, ballast water treatment, crude oil and refined oil docks’ exhaust recycling, as well as pollutant on-line monitoring technology and equipments. By setting up good examples and relevant incentive policies, we can encourage enterprises to promote the applications of advanced technology, techniques and equipments to prevent marine pollution.

On April 28, 2015, the Ministry of Transportation declared to host the 524th meeting of the Xiangshan Scientific Meeting "China Bridge Technology Development Strategy". Experts, based on problem and goals oriented, made profound analysis of the gap between China and other leading Countries in the aspects as followed: bridge design theory and design specifications, super long span bridge design and its construction, the old bridge detection and evaluation and maintenance reinforcement and bridge maintenance management and the bridge power. In the end, they proposed the suggestions on the national bridge technological development in the future. The leaders, who attached great importance to the recommendations of the experts, will insist the principle of " innovation is the drive, and construction and maintenance are of the same importance” to manufacture intelligently. Under the guidance of technological policies, we accelerate to develop the following aspects: large span bridge design, large-scaled, factory and standardized construction. Hence, we can produce high strength and light weight materials with the technology of quick repair and reinforcement, which laid a solid foundation for our country to become a leading bridge power as soon as possible.

With the fast development of the inland water transport hub as the main channel, the need to improve its transportation capability has become increasingly urgent. Inevitably, the producing trend of large ships is becoming more and more obvious. We need to construct ultra high water head, the giant lock and super large-scale ship-lifting tower and keep its daily maintenance, and ensure the navigating facilities’ security and prevent the risks, in order to develop suitable inland-water ships with high-efficiency (for example, river-to sea ships) to further improve the transportation capacity of the Yangtze River golden waterway.
